Rodolphe Baroukh is policy officer within the department in charge of financial regulation at the French Treasury. As such, he oversees the regulation applicable to security tokens, crypto-assets and crypto-assets services in France.
He was part of the team in charge of conducting the EU-level negotiations of the MiCA (markets in crypto-assets) regulation during the French presidency of the Council of the EU in 2022. In that regard, he was more specifically responsible for the definition of the regulation applicable to crypto-asset service providers. Before joining the French Treasury, he worked within the French tax administration (DGFiP) where he was in charge of the organization of tax audit.
Rodolphe holds a master of Science in Management from ESSEC Business School and a master’s degree in Public Policy from Sciences Po Paris and he is a former student of the French National School of Administration (ENA).
